FAQ
What is CERS FERVORES and how does an Energy Community work?
A Renewable Energy Community brings together citizens, businesses, bodies and other parties that take part in the production and consumption of renewable energy in the area. The energy relevant to the setup is shared virtually according to the rules applicable to the Community and to the specific setup.
What is the goal of a Renewable Energy Community?
A CER enables citizens, businesses, bodies and other local actors to work together in the production and virtual sharing of renewable energy. Beyond the energy aspect, it can create environmental, economic and social benefits for members and for the area, under the rules set by the Community.
By joining the CER, do I have to change my electricity supplier?
No. Joining the CER does not in itself require changing your electricity supplier. Each participant continues to have their own supply contract and keeps the option to freely choose their supplier.
Who can take part in a CER?
Depending on the requirements applicable to the specific setup, citizens, small and medium-sized enterprises, local authorities, associations, Third Sector entities and other eligible subjects may take part. Participation may take place with different roles: for example as a consumer, producer or prosumer.
Consumer: uses electricity but does not necessarily make its own generation plant available.
Producer: makes a renewable energy generation plant available to the setup.
Prosumer: produces renewable energy and also has its own consumption.
Can large companies become members of the CER?
The CER framework sets specific requirements for the entities that may qualify as members. FERVORES therefore checks, case by case, the nature of the entity and the role potentially compatible with the setup before proceeding with involvement.
Do producers and consumers have to be in the same geographic area?
In order to contribute to the same configuration, the relevant connection points must comply with the geographic perimeter set by the applicable rules. One of the elements checked by FERVORES is therefore that the PODs belong to the correct reference area of the configuration, connected to the same primary substation.
Do I need a photovoltaic system to take part?
No. FERVORES involves both consumers, who take part through their own consumption, and parties that produce renewable energy. Anyone with a system can be further classified as a producer or prosumer; anyone without a system may still be interested in taking part as a consumer.
What is a Prosumer?
With Prosumer we mean an entity that has an energy generation plant and may also have its own energy consumption. For FERVORES, interest does not depend only on the plant’s capacity: configuration, POD, plant status, available data, and technical and documentary conditions must also be checked.
Are there incentives or financial benefits linked to energy sharing?
The operation of distributed self-consumption configurations involves economic mechanisms linked to shared energy and, where applicable, additional forms of support provided by regulations. The actual amount of benefits is not fixed and depends on how the configuration operates, on the shared energy, and on the applicable rules.
Does participating in CERS FERVORES guarantee a certain saving or income?
Actual benefits depend, among other factors, on shared energy, allocation rules, available data, and the operation of the specific configuration.
What benefits can the Energy Community generate?
Depending on how the CERS operates and on the Community’s decisions, the benefits may help support participants, promote new renewable generation, tackle energy poverty, support social or environmental initiatives, and strengthen cooperation among citizens, businesses and entities. Concrete priorities must be defined by the Community and do not constitute automatically guaranteed benefits.
I have an implant: does that mean it can definitely be included in the setup?
No. The first contact is used to preliminarily assess the case. The priority identified during screening does not equal approval or final eligibility: further technical and documentary checks are required.
What do I need to provide for an initial review of my system?
In the initial phase, FERVORES only requires the information needed to understand the case. Generally, a contact person, the Municipality and the plant location, the POD, the main plant features and the available information on production, its status and the year of construction are useful. Additional documents are requested gradually only if the case is examined further.
What checks are carried out on a potential Prosumer?
FERVORES may verify, depending on the case, the relevant primary substation, consumption and production POD, plant features and status, commissioning date, availability of production and consumption data, any storage systems, available documentation and any incentives or conditions to be reviewed.
Do you need a storage system?
No. Any storage is assessed only when it is useful and consistent with the specific case. It must not be presented as an automatically necessary solution or one that can always increase benefits.
How long does it take to complete the route?
It is not possible to indicate the same duration for everyone. Timing depends on the status of the setup, the availability of the parties involved, the data and documents available, and the checks required. After the first discussion FERVORES can indicate the next step and any items still to be added.
How can I check which primary substation a POD or an address belongs to?
GSE provides an interactive map of primary substations that makes it possible to identify the reference area of a given location. FERVORES can also support the check during the pre-screening of a potential consumer, producer or prosumer.
Can a plant that has already received public funding benefit from CER incentives?
It depends on the type and amount of the grant received. The CER incentive tariff can be combined with capital grants up to 40% of eligible investment costs, with any reductions required by regulations. Plants that have benefited from grants above 40% or from the 110% Superbonus cannot receive the CER incentive tariff. They may still be assessed for participation in the configuration, without benefiting from the premium tariff.
Can an existing system be included in the CER and receive incentives?
Plants that entered into operation before 29 December 2022 may join the configuration, but cannot access the incentive tariff. They may still contribute to energy sharing and benefit from the enhancement contribution provided for by ARERA. The overall capacity of these plants may not exceed 30% of the total capacity of the plants in the configuration.
Can I join the CER if my photovoltaic system benefits from Net Metering?
Without keeping the Net Metering (SSP) agreement active for the same plant. The two mechanisms are incompatible. To include the plant in the CER configuration it is therefore necessary to first terminate the SSP agreement with the GSE. It is still possible to join the CER as a consumer member, keeping Net Metering on your own plant, provided the other required conditions are met.
The answers provide a concise outline. Answers relating to individual plants or specific participation conditions must be confirmed through the necessary technical, documentary and administrative checks.
The FAQs are for information and initial guidance. They do not replace verification of the requirements applicable to each participant, plant or configuration. In cases involving potential producers and prosumers, FERVORES uses a progressive screening and technical-documentary verification process.
