In December 2022, the Unione Montana Valli Orco e Soana, together with the Municipalities of Frassinetto, Ingria, Noasca, Pont Canavese, Ronco Canavese and Valprato Soana, established the Renewable and Solidarity Energy Community FERVORES – Renewable Energy Future in the Orco and Soana Valleys.
The initiative was launched with a clear goal: to produce, share and consume energy from renewable sources directly within the area, creating environmental, economic and social benefits for the local community; a pathway supported by the Fondazione Compagnia di San Paolo under the "Sinergie" call.
The first CERS was set up as an unrecognized association, a legal form considered more suitable under the regulations in force at the time (RED II Directive and Legislative Decree 199/2021). Headquartered at the Unione Montana Valli Orco e Soana in Pont Canavese, the community remained awaiting the entry into force of the final regulatory framework on Renewable Energy Communities. Despite this, this first experience marked the starting point of a broader project, founded on the principles of sustainability, participation and territorial solidarity.
On 20 December 2024, the process took shape with the establishment of the Participation Foundation "Comunità Energetica Rinnovabile e Solidale FERVORES E.T.S.", the natural evolution of the previous association. The Foundation brings together 41 founding members, including 28 public bodies and 13 private entities.

2022 also marked the launch of the Green Communities, provided for by Law 221/2015 and funded by the National Recovery and Resilience Plan (PNRR), with the aim of supporting mountain areas in the ecological transition.
The Unione Montana Valli Orco e Soana, as lead partner, promoted a network made up of the Unioni Montane Alto Canavese, Gran Paradiso, Val Gallenca, Valle Sacra and the Municipality of Cuorgnè, securing funding of €4.3 million to deliver the Green Community “Sinergie in Canavese”.
The Development Plan includes 19 projects focused on:
Among these, Intervention F1 is entirely dedicated to the development of Renewable Energy Communities in the area.
The goal is to support the creation of CERs through a coordinated model, publicly led and geared to community participation, by creating a shared organizational structure and an operations center to manage the entire system.

FERVORES was born from a shared vision of the territory and from the willingness of local administrations to face together the challenge of the energy transition.
The experience gained in the first years of development of the Energy Community, together with the path launched by the Green Community "Sinergie in Canavese", led to the definition of a common strategy, able to enhance local resources and build a participatory, efficient and supportive energy model.
The choice was to establish a single Renewable and Supportive Energy Community for the territory, able to connect citizens, businesses, public bodies and Third Sector organizations, while at the same time keeping management close to the specific features of the different areas.
From an operational point of view, FERVORES is organized into six territorial configurations, each corresponding to a different primary substation of the electricity grid. This structure makes it possible to comply with the model set out by national regulations, while also promoting coordinated management, unified governance and a distribution of energy and economic benefits that remains closely tied to the territory in which the energy is shared.
A model that combines the strength of a broad territorial network with the ability to enhance the distinctive features and needs of each individual local community.
